SAMS stands for Students Academic Management System. It has two components e-Admission & e-Administration. SAMS presently supports online admission for Higher Secondary, Degree, Post-graduations, ITI, Diploma, PDIS, Teacher Education, Physical Education and correspondence institutions.
The traditional three-year UG program has been replaced with a four-year structure. Students can now obtain a Certificate after the 1st year, a Diploma after the 2nd year, a Degree after the 3rd year, and an Honours Degree upon completing the 4th year.
e-Admission is an online admission carried out for various courses (as answered in the ques-1) of Odisha. The detailed process of admission is explained in the Common Prospectus (CP) available separately for different courses.
UG courses are of four years with exit options after one, two, and three years, leading to Certificate, Diploma, and Bachelor’s Degree respectively. Completing four years will lead to a Bachelor's (Honours/Research) degree.
Various information such as college principal name, address, contact details & detailed profile of different colleges coming under the e-Admission process can be obtained from the website i.e.

You can find out when the application forms are available by visiting the SAMS U.G. website at www.samsodisha.gov.in. The Common Application Form (CAF) can also be accessed from this website, along with the Common Prospectus (CP), which provides step-by-step guidance on how to fill out and submit the CAF correctly from your location.
You must have passed +2 or equivalent examination from CHSE Odisha, CBSE, ICSE, or any recognized board.
The term “Honours” has been replaced with “Major,” and General Elective (GE) papers have been replaced with “Minor” papers.
Major: Core-I courses
Minor: Core-II (odd semesters) and Core-III (even semesters)
Applicants can choose from the following options while filling up the Common Application Form (CAF) through SAMS:
Single Major with two Minors
Double Majors (available only for Commerce Stream at Ravenshaw University)
Three Minors (At the Institutions, where Pass/General subjects are available)
Yes, you are required to submit the Common Application Form (CAF) online only by following the guidelines provided in the Common Prospectus (CP). After submission, take print copies of your CAF and keep them safely for use during the admission process. From this academic session onwards, there is no need to visit any SRC Centre for CAF validation.
Applicants who have passed from CHSE, Odisha and are not seeking any reservation, weightage etc., along with paid the CAF Fees online, their CAFs will be automatically validated by the system. This will be written at the top of the CAF that “Your CAF is Auto-Validated”.
Yes, from this academic session PwD with Temporary Disability with above 40% Disability are eligible to get admission under PwD reservation.
You can access the Individual College Profiles available on the website and get various details such as streams available, Honours available, cut-off percentage of last years, availability of hostel along with Admission fees & Course fees etc.
Seat allotment will be based on the chosen Major in Single Major, Major-I in Double Majors, and General in Three Minors. Other subjects will be assigned through student requests and the counseling process at the HEI level.
From the current Academic Session, SAMS will conduct merit-based selections for Multi-Disciplinary Courses (MDC), Skill Enhancement Courses (SEC), and Value-Added Courses (VAC) through the “Post Admission Module”.
No. Courses such as BBA, BCA, Integrated MBA, Integrated MCA, 4-year Integrated B.A. B.Ed./B.Sc. B.Ed. and 5 years Integrated BA.LLB do not follow the NEP Course Master. These courses will be listed separately in the CAF under “Non-NEP Subjects.”
MEES allows students to exit and re-enter academic programs at different stages based on personal circumstances. Valid exits include:
1st Year completion – Certificate
2nd Year completion – Diploma
3rd Year completion – Degree Students can exit only after even semesters (2nd, 4th, or 6th) and re-enter in odd semesters (3rd or 5th). Exiting in an odd semester is considered an “Invalid Exit.”
Yes, students who discontinue after the 1st or 2nd year may return, but they must complete their U.G. degree within seven years.
Yes, subject to institutional guidelines and seat availability, you may be allowed to change your only Minor subjects within the first year.
Students will be given priority to continue their previously chosen Major paper, but they may opt for a different Major or Minor if seats are available. Re-entry must be at the same institution, where the students have left their course. Credit points will be retrieved through the SAMS portal using the student’s Registration Number and ABC/APAAR ID.
Yes, NEP 2020 encourages awarding credits for NSS, NCC, sports, and other co-curricular activities, depending on HEI’s /Universities provisions.
Applicants after selection, if satisfied with the seat allotted to them i.e., both the HEI and the Honors subject, they can choose this option to do the online payment and further they can download the Intimation letter.
After selection, if an applicant has accepted the allotted seat and also wishes a better Honors in their higher preferences for same Institution only, they can choose this option.

No, Intimation letter will not be available for applicants who opt for “SLIDE” or “FLOAT” option. Only by choosing the “Freeze” option, you will be asked to pay the Admission/ Differential fees and after successful payment you can download the Intimation Letter.

Applicants belongs to General Category will have to pay Rs.300/- per application and SC/ ST category applicants will have to pay Rs.200/- per application. The CAF fees will be printed at the top of the College Copy as well as on the Applicant’s copy of the CAF. Refund of CAF fees cannot be claimed at a later date. The PwD (permanent disability) and TG (Third Gender / Transgender) applicants are exempted from paying the CAF Fees.
An applicant can modify the provided information by login to their SAMS student existing login till online submission of the CAF. After submission of data online, applicants can only modify the CAF during the approved timeline.
The merit lists shall be published on the scheduled date & time at website www.samsodisha.gov.in. for information of public. You will also be intimated about your selection status exclusively through SMS, Email & WhatsApp. You can also download the intimation letter from your students log in.
a seat is allocated, you have to compulsorily choose any of the option – Freeze, Float or Slide – carefully. After selecting any of these options mentioned as per your interest, you will have to pay the admission fees shown in the screen.
List of the documents required is given in the Intimation Letter. Arrange all the requisites for admission such as original certificates for verification, photo and admission fees & report to the Principal of the destination college on the scheduled date & time.
Answer: If you are allocated a seat in a certain round of SAMS UG Admission 2023, you need to choose Slide or Float option as per your choice and pay the admission fees to continue in further rounds of selection for a seat in your higher preference in any Institute/within the allocated Institute in the subsequent rounds (other than the 6th round). If you fail to do so, your allocated seat will be cancelled, and you will no longer be able to participate in the seat allocation process.
Answer: Once you are allocated a seat of higher preference based on your slide/ float option, your previous allotted seat from the earlier round will be automatically cancelled and you cannot get the previously allotted seat.
Answer: If you are satisfied with the allotted seat and do not wish to participate in further rounds of selection process, you need to choose the option “Freeze” and pay the displayed admission fees online. After successful online payment, you need to report the allotted HEI along with the online generated Intimation letter.
Answer: If you have accepted a seat in a certain round and would like to be considered for a seat of higher preference within the same Institute, you need to choose the option of ‘Float’. Further, if you are allocated a seat of higher preference in a subsequent round of selection, your earlier accepted seat will be automatically cancelled and you will have to accept the newly allocated seat.
Answer: Except in the last round of seat allocation, you can change your option from slide to float or freeze and float to freeze through online.
Answer: You cannot change the option to float/slide if you choose the option ‘Freeze’ while accepting the allocated seat. Further, you will not be considered for seat allocation in subsequent rounds (if any) while your accepted seat remains allocated to you.
Answer: Yes, if you choose the option ‘Freeze’ for the allotted seat by paying the admission fees online, you need to report immediately at the allotted HEI for admission. Otherwise, the same seat will be allocated to another applicant in the subsequent round.
Answer: You MUST pay the admission fees. Otherwise, your allocated seat will be cancelled and you will no longer be able to participate in the subsequent rounds of seat allocation process (if any) if you do not pay the admission fees.
