SAMS stands for Students Academic Management System. It has two components e-Admission &
e-Administration. SAMS presently supports online admission for Higher Secondary, Degree,
Post-graduations, ITI, Diploma, PDIS, Teacher Education, Physical Education and
correspondence institutions.
Applicants must have passed a +3 degree (in any stream) or an equivalent examination
from a recognized university. General/SEBC category must secure at least 45% and SC/ST
category must secure at least 40% marks in aggregate.
You must apply online through the SAMS portal at www.samsodisha.gov.in. No offline
applications are accepted.
- General/SEBC: ₹500
- SC/ST: ₹300
- PwD (≥40% disability), TG, Orphan & Childcare Home residents: Exempted from paying fees
- Madhusudan Law University, Cuttack – 120 seats
- University Law College, Utkal University – 60 seats (Honours)
- Lingaraj Law College, Berhampur – 180 seats
Yes, one-time editing is allowed using OTP verification within the timeline. However,
fees once paid are not refunded if category/reservation is changed.
Originals of 10th, +2, +3 certificates and mark sheets, caste/PwD/ESM/SDP/CoM certificates
(if applicable), migration certificate, photos, and CLC/Conduct certificate are required.
From 100 marks:
- 10th: 20 marks
- +2: 30 marks
- UG/+3: 50 marks
Merit-based selection through centralized online process. No entrance exam. Tiebreakers
include +2 marks, then date of birth.
Yes. Reservations for SC, ST, SEBC, PwD, ESM, SDP, and CoM categories are followed as
per Government of Odisha norms.
- Freeze: Accept allocated HEI and finalize admission.
- Slide: Temporarily accepted the seat but will wait for better higher preference Institution in the next round selection process.
You can give minimum 1 and maximum 3 options of HEIs while filling CAF.
At least 40% permanent or temporary disability is required to claim reservation and fee waiver.
Yes, SEBC applicants must provide a valid certificate from a competent authority during admission.

It is the waiting list/spot round. Applicants can be selected from the merit list based
on vacant seats for their remaining upper choice of Institutions.
Failure to report at the selected Institution or pay the admission fees implies rejection of
the seat. You’ll be excluded from further round of selection process.
Yes, you can apply from cyber cafes, Common Service Centers, or home if internet access
is available.
