SAMS stands for Students Academic Management System. It is an online platform for e-Admission and e-Administration through which students can apply for admission and HEIs can manage admission-related academic and financial records.
e-Admission is the online admission process conducted through the SAMS portal. For 4-Year ITEP Courses, applicants have to register online, fill up the Common Application Form (CAF), select HEIs/programmes, pay applicable fees online and complete admission formalities as per the notified schedule.
The 4-Year Integrated Teacher Education Programme (ITEP) is an integrated teacher education course offered for the Academic Session 2026-27 through participating Higher Educational Institutions under SAMS. It integrates undergraduate study with teacher education components as per the approved programme offered by the respective HEI.
This FAQ is applicable for admission into 4-Year ITEP Courses for the Academic Session 2026-27.
Applicants can apply online through the SAMS portal at www.samsodisha.gov.in. The Common Application Form (CAF), Common Prospectus and admission-related information will be available on the same portal.
No. The CAF must be submitted through online mode only on the SAMS portal. Offline submission of CAF is not available. Only the computer-generated CAF with Barcode Number will be accepted.
Yes. Applicants may apply from a Cybercafe, Common Service Center, Internet Facility Center or any place where internet facility is available. Applicants may also fill up the CAF on their own.
A total of 15 HEIs are participating under SAMS for admission into 4-Year ITEP Courses for the Academic Session 2026-27. These include 8 State Public Universities and 7 Government Colleges, covering 10 districts with a total sanctioned strength of 1500 seats.
The available programmes include B.A. B.Ed. Secondary, B.Sc. B.Ed. Secondary and B.Com. B.Ed. Secondary, subject to availability in the concerned participating HEI.
B.A. B.Ed. Secondary is available in the participating HEIs as per Annexure 4 of the Common Prospectus. Applicants should check the SAMS portal and HEI-wise seat strength before filling up choices.
B.Sc. B.Ed. Secondary is available in selected participating HEIs such as Maharaja Purna Chandra (Autonomous) College, B.J.B. (Autonomous) College, Samant Chandra Sekhar (Autonomous) College, Fakir Mohan (Autonomous) College, Government College Sundargarh, Kuntala Kumari Sabat Women's College, Ravenshaw University, Fakir Mohan University, Berhampur University, Rama Devi Women's University and Utkal University, subject to seat availability.
B.Com. B.Ed. Secondary is available in selected HEIs, including Rajdhani College, Panchayat College and School of Education, Berhampur University, as indicated in the participating HEI list. Applicants should verify the latest availability on the SAMS portal before final submission of CAF.
The total sanctioned strength for 4-Year ITEP Courses in the participating HEIs is 1500 seats.
HEI-wise and subject-wise seat strength along with admission fees are available on the SAMS website for information of the general public and applicants. Applicants should verify these details before exercising choices in the CAF.
The applicant must have successfully passed the +2/Equivalent Examination in Arts, Science or Commerce, or any other equivalent examination from a recognized Board/University in India.
Applicants belonging to General/SEBC as well as SC/ST categories must have secured at least 50% marks in aggregate at the +2/Equivalent Examination level for admission into the 4-Year ITEP Course.
Yes. The applicant must have appeared in the National Common Entrance Test (NCET)-2026 conducted by NTA and must have a valid NCET-2026 Score Card.
Yes. Applicants must have appeared in all 7 subjects in NCET-2026, namely 2 Language Papers, 3 Domain Subjects, 1 General Test and 1 Teaching Aptitude subject. If an applicant is absent or has not appeared in any one subject, the applicant will not be considered for admission.
Provisional allotment of seats will be prepared through a centralized selection process on the basis of the normalized NTA score obtained in NCET-2026 and the reservation details provided in the CAF.
The merit score will be calculated on the basis of the total secured normalized score in NCET-2026. As per the example in the Prospectus, Merit Score = [(Total Secured Normalized Score x 100) / 640] percent.
Yes. An applicant will be allotted seats based on the Domain and Language subjects attended by him/her in NCET-2026.
If two applicants have identical merit score, the applicant securing the higher normalized mark in Teaching Aptitude will be given preference. If Teaching Aptitude is also identical, the higher normalized score in General Test will be considered. If both are identical, the applicant born earlier will get the higher rank.
No. There is no age limit for admission into 4-Year ITEP Courses for the Academic Session 2026-27.
Yes. The applicant must be a resident of Odisha for applying for admission into 4-Year ITEP Courses for the Academic Session 2026-27.
Yes. The applicant must have passed Odia as MIL in HSC/10th or equivalent examination, or must have passed Odia as a subject in the +2/Equivalent Examination, or must have passed the specific Odia language examination conducted by the Board of Secondary Education (BSE), Odisha at the 10th standard level.
Yes. Applicants who have passed +2/Equivalent Examination in Arts, Science or Commerce may apply, subject to eligibility conditions, NCET-2026 requirements and programme availability in the concerned HEI.
Yes. Applicants who have passed an equivalent examination from a recognized Board/Council/University may apply, provided they satisfy the prescribed eligibility conditions. Applicants should refer to the Equivalent Board List in the Common Prospectus and the SAMS portal.
An applicant has to register on the SAMS portal through an OTP-based process by providing name, mobile number, valid e-mail ID and date of birth. The mobile number and e-mail ID should remain active throughout the admission process.
The uniqueness of the mobile number and e-mail ID will be maintained in the SAMS portal. Therefore, applicants should use their own valid and active mobile number and e-mail ID.
Applicants are advised not to change the mobile number and e-mail ID provided in the CAF till completion of the entire course/admission-related process, as important information will be communicated through these details.
Yes. Applicants are mandatorily required to provide their Aadhaar Number in the required field during CAF filling.
APAAR ID will be asked during CAF filling, but it will not be a mandatory field as per the Prospectus.
An applicant can exercise a minimum of 5 options/choices and a maximum of any number of options/choices in the CAF, as per availability.
Applicants can change their options/choices in the CAF within the approved timeline and before final submission of the CAF.
Yes. After submitting the CAF, if any mistake is noticed or any change is required, the applicant can edit the CAF once by entering the OTP received on the registered mobile number within the approved timeline.
If the applicant changes social category or reservation criteria during CAF editing, the CAF fee may fluctuate. If the revised CAF fee becomes less, no refund of CAF fee will be allowed. Differential amount, if any, will be collected online at the time of admission and reflected in the CAF/Intimation.
An applicant must submit only one CAF. Applicants applying through two or more CAFs are liable to be rejected.
No. Online submission of CAF along with successful payment of CAF fee does not automatically confirm the right to admission. Admission is subject to merit, seat availability, reservation rules, document verification and fulfilment of eligibility conditions.
The CAF fee is Rs. 300/- for General/SEBC candidates and Rs. 200/- for SC/ST candidates.
PwD candidates having temporary or permanent disability of 40% and above, TG/Third Gender/Transgender candidates, Orphan candidates and applicants staying at Child-care Institutions are exempted from payment of CAF fee.
No. Refund of CAF fee cannot be claimed at a later date.
CAF fee and admission fee must be paid through online mode only through the prescribed bank gateways. E-Challan facility or offline payment option will not be available.
Reservation policy of the Government of Odisha will be strictly followed during selection and admission. Any modification made by the Government in the reservation policy will be followed during admission.
SC applicants are eligible for 16.25% reservation and ST applicants are eligible for 22.5% reservation of the sanctioned strength of each course. The reserved seats are not interchangeable between SC and ST. SC/ST applicants selected on merit shall not be counted against reserved seats.
11.25% of the sanctioned seats shall be reserved for applicants belonging to the SEBC category as per Government of Odisha norms. SEBC applicants should obtain a valid SEBC certificate from the competent authority for availing reservation benefits at the time of admission.
5% of sanctioned seats shall be reserved for PwD applicants with disability not below 40%, subject to applicable norms. Both temporary and permanent PwD applicants with 40% and above disability will get reservation benefits.
PwD applicants with disability percentage below 40% will be treated as General category applicants for admission purposes.
As per Higher Education Department Letter No. 5023 dated 05.02.2024, academic fees except mess charges have been waived for students with disabilities of 40% or more admitted in regular courses at State Public Universities, Government Colleges and Aided Colleges under the Higher Education Department. The waiver is not applicable to self-financing courses and hostel fees.
Yes. 1% of the sanctioned seats shall be reserved for Self/Children/Wife/Husband of Ex-Serviceman, Serving Defence Personnel and Children of Martyrs as per applicable Government order. This reservation is not applicable to CAPF units like CRPF, BSF, CISF, ITBP, etc.
No. Any type of weightage will not be considered during selection for ITEP admission.
In the Academic Session 2026-27, admission into ITEP Courses will be conducted through a single phase consisting of 3 rounds: two selection rounds and one waiting list/spot round.
In the 2nd round of selection, de-reservation of seats will be carried out in the absence of eligible applicants of a specific category, as per the admission process.
The 3rd round will be a Waiting List/Spot Admission round. The list of applicants will be reflected in HEI e-Space as per the approved timeline, and selection in this round will be done purely on merit basis.
Applicants will be intimated regarding their individual application status through Intimation Letter, SMS to the registered mobile number, e-mail, SAMS website and Sanjog Helpline toll-free numbers 155335 or 1800-345-6770.
If an applicant is satisfied with the allotted HEI, he/she can choose the Freeze option. After choosing Freeze, the applicant has to pay the admission fee online, download the Intimation Letter and report to the selected HEI for completion of admission formalities.
If an applicant accepts the allotted seat but wants a better HEI as per higher preferences, he/she can choose the Slide option. After choosing Slide, the applicant has to pay the admission fee online but need not report to the allotted HEI at that stage, as the Intimation Letter will not be generated and the applicant will wait for the next round.
Yes. Whenever a seat is allotted, the applicant must choose Freeze or Slide carefully. If no option is chosen, it will be treated as rejection of the allotted seat and the applicant will be out of the counselling process in subsequent rounds of that phase.
The 2nd round of Phase-I admission will be the final round for selection. Applicants who had chosen Slide in the 1st round will be automatically switched to Freeze in the 2nd round and must complete payment, download the Intimation Letter and report to the destination HEI for verification and admission updation.
Applicants selected in their 1st choice/option or applicants who choose Freeze are compulsorily required to take admission in that round. Otherwise, their candidature will be cancelled and the seat will be allotted to another eligible candidate in the next round.
Applicants who have already been admitted, selected but not admitted, or not selected during the 1st and 2nd selection rounds may participate in the Waiting List/Spot round for their remaining upper choice preferences, except applicants who have already got their 1st preference of choice.
If an applicant has already been admitted in any HEI during the 1st or 2nd selection round and gets selected in the Waiting List/Spot round, he/she must physically obtain the College Leaving Certificate (CLC) from the last admitted HEI and submit the CLC along with other relevant documents at the newly selected institution.
Students should appear in person. However, a representative with valid ID proof may be permitted to attend on behalf of the applicant during the Waiting List/Spot admission process.
No. If the applicant has already paid the admission fee during the 1st or 2nd round selection process, he/she does not have to pay the admission fee again in the Waiting/Spot round.
Freshly selected applicants in the Waiting/Spot round have to deposit the total admission fee directly to the HEI in online mode, such as Net Banking, Bank Challan, NEFT, UPI or other prescribed online methods.
No. The total amount of admission fee will be displayed in the HEI e-Space/admission update list for each applicant. HEIs are instructed not to collect any additional fee beyond the amount shown against each applicant.
CAF validation will be done at the Destination University/College during admission. The HEI will verify documents and relevant details before allowing admission.
If any discrepancy is found in the CAF, such as mismatch in NCET normalized score, reservation category details or complete mismatch of student details, the HEI may use the Error Correction facility through the Not Allowed/Error Correction process as per SAMS procedure.
During admission, the HEI may mark the applicant as Not Reported in HEI e-Space. Failure to take admission in the selected HEI will be treated as rejection of the allocated seat and the applicant will be out of the admission process for subsequent rounds.
Applicants must produce 10th/Equivalent Examination Certificate and Mark Sheet, +2/Equivalent Examination Certificate and Mark Sheet, NCET-2026 Score Card, College/School Leaving Certificate, Conduct Certificate, Caste/SEBC Certificate if applicable, PwD Certificate if applicable, Ex-Serviceman/SDP/Children of Martyrs certificate if applicable, Migration Certificate and four passport-size photographs signed by the candidate.
SC/ST/SEBC certificates should be issued by a Revenue Officer not below the rank of Tahsildar or Additional Tahsildar. Certificates issued by Revenue Officers below this rank shall not be considered.
PwD applicants must produce a PwD certificate from CDMO/SDMO/CMO of Government Hospital, as applicable.
Ex-Serviceman certificate should be from Zilla Sainik Board/Rajya Sainik Board. Serving Defence Personnel certificate should be from the Commanding Officer of the concerned Army/Navy/Air Force unit. Children of Martyrs certificate should be from the District Collector, if applicable.
Applicants have to produce all original documents for verification at the Destination HEI. The Prospectus states that no original documents are to be deposited with the college authority, except where required for completing admission formalities as per applicable institutional norms.
If any document produced by the candidate is found forged at any time, the admission and degree awarded by the concerned University will be cancelled. Stringent legal action will be initiated and FIR shall be lodged against the candidate.
After reconciliation, if a first-year freshly admitted student cancels admission or obtains CLC to enroll in a higher choice HEI from SAMS HEI to SAMS or Non-SAMS HEI until closure of e-Admission for the Academic Session 2026-27, the HEI will refund the entire admission fee after excluding Rs. 1000/- as processing fee. After closure of admission, refund cannot be claimed.
Applicants are advised not to change the bank account details, e-mail ID and mobile number provided in the CAF till completion of the course/admission-related process, because refund, if any, will be made to the bank account provided in the CAF.
The selection made by SAMS is provisional. The HEI may cancel an applicant's admission during the admission period if any discrepancy is found.
Applicants are advised to visit the concerned Institution's website or inquire directly with the Institution during the admission process for hostel-related information.
All admitted students must carry their Identity Card inside the University/College premises and maintain discipline. Violation of University/College rules, regulations, orders or notices may invite action as per institutional regulations.
Students are required to wear the uniform prescribed by the University/College authorities from time to time.
Yes. Ragging in any form is strictly prohibited and punishable under law. HEIs shall follow UGC regulations and Government instructions for prevention of ragging.
The applicant and parent/guardian are required to submit anti-ragging undertakings in the prescribed format, confirming awareness of the law, prohibition of ragging and punishment for ragging or abetment of ragging.
The institution shall take strict action against students found guilty of ragging or abetting ragging, in accordance with applicable UGC regulations, institutional rules and law.
HEIs have to verify documents, validate CAF details, update admission status in HEI e-Space, use Error Correction where applicable, inform selected/waitlisted applicants during Waiting List/Spot round through proper communication channels, maintain records of communication and ensure that no additional fee is collected beyond the amount shown in SAMS.
The 4-Year ITEP Course is intended for students aspiring to pursue an integrated teacher education pathway. Employment, teacher eligibility and recruitment benefits will be governed by applicable NCTE, University, Government and recruitment rules in force from time to time. Admission into the course does not by itself guarantee employment.
